Electricity Special Operational Forum 28 September 2016 Headlines The Special Operational Forum provided an update on National Grid’s preparations for the winter, focussing on the transitional capacity mechanism arrangements, use of Supplemental Balancing Reserve (SBR) and revised system notices. Key points from the forum were: Ofgem has approved the change of name from Notice of Insufficient Margin (NISM) to Electricity Margin Notice (EMN) effective from Friday 30 September.
