DECCImpact Assessment - Draft Measures for Fast and Reliable Switching and Half Hourly Electricity Settlement Powers 25 January 2016 DECC published draft legislation on 21 January and an impact assessment on its proposals for fast and reliable switching and half hourly settlement. The package of measures covered by the draft legislation would: enable the government to drive the timely delivery of smart meters; provide Ofgem with time and scope limited powers that support the introduction of arrangements for next-day switching; and ensure that suppliers use consumers’ actual half hourly electricity consumption data in settlement processes.
