The difficulties of identifying and supporting vulnerable customers, especially those in a temporary vulnerable situation, is an area of growing focus across both the water and energy sectors, and came to a particular head over November. The month saw the publication of a joint report by Ofwat, Ofgem and the UK Regulators Network (UKRN) that follows their 2017 report on better data sharing to aid customers in need, as well as letters by the water regulator to the companies that had struggled the most to cope with the Beast from the East extreme weather event.
