Cornwall Insight was engaged as part of a joint bid to support Ofwat in reviewing how competition had developed in the water sector since market opening and the views and roles of third party intermediaries (TPIs) regarding this. Ofwat is the water sector regulator and was looking to understand how competition was developing, and whether there were any areas where changes could be made to improve competition or market concerns.
To support the project Cornwall Insight utilised its unrivalled stakeholder network to engage with key water sector players. This included: TPIs, water suppliers, and end consumers, to understand their views on the development of the market, identification of potential issues and recommendation for changes to improve the sector’s outcomes. This was used to support Ofwat’s analysis of the sector and to assess how competition was developing and the results for end-consumers from this.
