“Cornwall Insight supported Wind Energy Ireland (WEI) with a key piece of analysis and report which helped drive positive policy changes in the Renewable Electricity Support Scheme (RESS). The Cornwall Insight team have a deep understanding of regulatory risk, the risk burden on generators entering the renewable auctions in Ireland and the core modelling skill required to put the message across in tangible number terms. The team were flexible and dynamic, and they incorporated suggestions and inputs from the wider WEI members network, to ensure that a broad range of stakeholder views were incorporated in the report. The report established that the cost burden passed on to consumers would be significantly lower through better risk allocation for future RESS schemes, for example by increasing the term of support, addition of indexation, compensation for revenue losses due to dispatch down. Many of these proposals have now been adopted in both ORESS 1 and RESS 3”
