Attendees: Chaired by Trisha McAuley (Independent Chair), assisted by Paul Mullen and Harriet Harmon (National Grid). There were 5 Panel members at the meeting, including Robert Longden (Cornwall Insight).   Headlines There was one item on the agenda. This was a request that CMP 320 Island MITS Radial Link Security Factor, be given Urgent status CMP320 would apply a security factor of 1.0 (as opposed to 1.8) to the local circuit element of any single circuit radial connection to a Main Interconnected Transmission System node The proposer requested urgency on the grounds of timing due to the imminent Contract for Difference (CfD) auction, and the potential significant economic impact on parties wishing to participate in the upcoming CFD auction if costs changed as a result of the proposal The majority of the CUSC Panel agreed that the proposal should continue to be developed by a workgroup, to be held at the earliest opportunity. This would then be followed by a code administrator consultation, if no other substantive issues were identified It was noted that the CMP303 Improving Local Circuit Charge Cost Reflectivity workgroup was dealing with issues in the same CUSC area and might provide a route to assist the process A letter would be sent to Ofgem explaining the way forward.
